Woman Arrested for Failing to Return Lost Dog

(BOISE, Idaho) -- Boise Police have arrested a 49-year-old woman for allegedly failing to return a lost dog, worth an estimated $700.

Kelly Featherston, 49, was arrested and charged with grand theft.

Police say a person reported losing their dog after the animal got loose in a parking lot. After being informed that Featherston was in possession of the dog, police say the owner went to the Featherston's home to retrieve the dog, but Featherston denied having the animal. Dogs could be heard barking inside her home.

Police were called to the scene and officials say after Featherston initially told officers that she didn't have the dog, officers were allowed into the home and found the dog. Featherston was then arrested.

Boise Airport to Hold Full-Scale Emergency Exercise

(BOISE, Idaho) -- The Boise Airport will be conducting a full scale emergency exercise simulating an aircraft crash on May 22.

The exercise will involve 19 agencies and is designed to test the preparedness of the airport to handle such a catastrophe. This year an additional major focus is being given to how accurate and fast communication channels are between first responders, airport officials, the media and the public.

The simulated crash will be an elaborate act, with faux smoking aircraft ruins and volunteers acting as injured victims and distraught family members.

The Federal Aviation Administration requires all Class 1 Airports to conduct such exercises every three years.

Man Arrested for DUI with Young Child in Car

(BOISE, Idaho) -- Police arrested a Boise man and charged him with a DUI after he was found driving erratically with a young child in the car.

Mark J. Day, 34, was driving along South Vista Avenue at 11 a.m. when police noticed that he had failed to signal a turn. Upon conducting a traffic stop, police noticed that Day was “very intoxicated.”

Day failed several field sobriety tests, and upon being taken to the Ada County Jail he blew a .23/.22 on the breathalyzer, almost three times the legal limit.

A child who was less than 10-years-old was inside the car while Day was allegedly drunk driving, so an injury to a child charge was added to the DUI.

Day has several prior DUI convictions, making this latest one a felony. He was also found to be in violation of parole.

Boise Man Accused of Trying to Lure Girl with Drugs, Alcohol

(BOISE, Idaho) -- A Boise man has been arrested after he allegedly offered illegal drugs and alcohol to a young girl.

Steven Carlson, 28, is charged with child enticement, stemming from an incident that happened on May 13 near North Hartman Street and Fairview Avenue.

Boise Police say Carlson offered a juvenile female illegal drugs and alcohol if she would visit him at a house.

City Council Considers Ordinances to Curb Panhandling, Loitering

(BOISE, Idaho) -- The Boise City Council is considering three ordinances aimed to help curb panhandling and loitering on city sidewalks, according to the Mayor’s Office.

The three ordinances come in response to requests from residents and business owners who have reported more panhandlers on the streets in recent years.

A proposed aggressive solicitation ordinance would expand the city’s existing ordinance to prohibit soliciting money from people in cars as well as from people who wouldn’t be able to easily avoid the panhandler, including people eating or standing in lines. The ordinance would also prohibit people from non-consensual physical conduct or solicitation accompanied by verbal or physical threats.

These restrictions will not totally ban panhandling, which is protected free expression. Passive solicitation will remain legal.

According to the release, “many citizens are unaware that panhandlers often are not homeless and, in many cases, donations to panhandlers support drug and alcohol addictions.”

A civil sidewalks ordinance would prevent sleeping or sitting on publicly owned infrastructure not meant for sitting, like planters, trash receptacles, and utility boxes, or near entrances.

If approved, the ordinances would go into effect in July.
