(NEW LONDON, Conn.) -- A man is suing the city of New London, four police officers and two city employees after an incident outside the Southeastern Council on Alcoholism and Drug Dependence detoxification center in 2011.
According to The Day, Reuben Miller is suing for violations of his civil and constitutional rights, as well as use of excessive force.
According to the complaint, Miller, who was intoxicated, was brought to the ground by a police officer who did not identify himself at the time, says The Day. Another officer allegedly slammed Miller's face into the pavement and punched him repeatedly. At least one social worker is accused of holding Miller down while he was beaten and pepper sprayed.
At the time, Miller was charged with interfering with an officer and second-degree breach of peace.
